NJ.com, citing court documents, reported that Jeffrey Surgent was in a hallway outside the apartment on top of the woman's headless body.
According to the documents, he was nude, covered in blood and her head was found a few feet away.
WPVI reported that the apartment was part of the Ocean City Housing Authority and had security footage. The footage was used in the investigation and showed the head being thrown out of the apartment, before Surgent is seen peeking into the hallway, NJ.com reported.
